Is Adobe stopping extension support in CS3?
They don't have any specific documentation listed for CS3 Dreamweaver

Dreamweaver 8 appears to be the last version.
Does that mean Adobe is not supporting Extensability via extensions in CS3?

Not at all. Both DW CS3 and CS4 have an Extension Manager and support
extensions that are compatible.
