Is it possiable to write from a flash file to a text file that is in the
same folder? With out cgi or php or other programs>>>

no .. flash does not write files (other than cookies)

I have seen flash files that write a note pad file to a root //c or
something like that I want to be able to write a note pad file in the same
folder that the flash swf is....bygeorge

No you haven't .. as its not possible with just a flash file.

You can embedd the flash file in an application (eg enhanced projector) and
then that application can write it out.

But without the help of something else, you cannot do it from flash.
