Is there a "fastest most reliable" hosting network out there? - Linux Setup, Configuration & Administration

What is the World's #1 or #2 most elite, uncompromisingly fastest Inix based hosting network, across the board & end of story, no quesiton, the end...period. Please no people masquerading and plugging their own networks, I just want to know the inner scoop if there really is such a thing! Any suggestions or obvious ones out there?...

    Uptime, you should be able to find, lowest latency, not possible, due to the
    structure of the internet, they are only responsible for thier and maybe
    half the uplink, you would have to host right off UUNET or something, like 1
    hop away!
