It looks like xoops is an "installable package". Is this any good?
How hard would it be to do something like this site in DW with all the
features: forum, email notifications, etc.?

DW is pretty much just an HTML editor. Xoops is a Server-side content>

So, you'd use DW to create your front-end HTML and Xoops to handle all your
back-end functionality.
They are really companion products.

Thanks all. The last hour I've downloaded and installed the xoops. I see
what you mean about using DW for the design. It looks like you just modify
two files theme.html and the css to change the look.
This looks like a pretty cool solution to get a site up and running.
