It won't place the strokes on the inside of a cell - Adobe Indesign Windows

I've read the help, there is no FAQ. I select the cell and it won't let me decide where to place the border of the cell and automatically puts it on the outside. I want it on the inside. Where it's safe. Also, there has to be an easier way to pad the spacing between two rows than inserting a blank row. thanks, alan pursell...

    Default It won't place the strokes on the inside of a cell

    I've read the help, there is no FAQ.

    I select the cell and it won't let me decide where to place the border of the cell and automatically puts it on the outside. I want it on the inside. Where it's safe.

    Also, there has to be an easier way to pad the spacing between two rows than inserting a blank row.

    I hate to appear picky, but it doesn't put the stroke on the outside. It straddles the border between one cell at its neighbor. Given that a cell border is really a divider and it is treated as an individual stroke, there' not much possibility for doing anything else. For you to get your wish, every cell would have to have its own strokes. That might be a good thing, but it is a considerable change from the way things are right now.

    There is no way to separate rows from each other within table. So, you either have to do as you suggest -- use a blank row -- or split the table into two.
