Jaguar disappears? - Mac Programming

I've been attempting to purchase OS X from Apple for the past hour. We concluded over the phone that 10.2 is as high as I can or should go, given my hardware. Ok, fine. First problem, Mr Tech could NOT ascertain whether the dev tools CD comes with the 10.2 package. Strange, but true. ?? So he 'reserved' a copy of 10.2 for me via the online store, and sent me an email where I could click on it and directly purchase it if I could determine for myself that it comes with the dev CD. Ok, fine. First problem, Mr Tech could NOT ascertain whether the

sent me an email where I could click on it and directly purchase it if
I could determine for myself that it comes with the dev CD.

Next problem, when I go to the Apple.com shopping cart he created,
and it says, "Sorry, this item is no longer VALID", caps mine. Not
just "out of stock", but it's completely ceased to exist.

Well for pete's sake. Questions: Does(Did?) the 10.2 box come
with the developer's CD? If it does, from whom could I purchase it
with any nominal kind of guarantee that I could get the CD if it
    weren't there? Clear? Oy! Thanks,

If your internet connection can handle downloading a full CD's worth of

available as a free download from http://connect.apple.com with a free

But to answer the original question, yes, the boxed CD version of
Panther included the Developer Tools CD as well.

Yes, and from anyone you like as long as you can get them to state that
    they're including that disc.

As have all the major OS X releases, no? Well the two I've bought so far
both had dev tools (10.0 and 10.2, can't remember with 10.1 although
that might not be called a "major release" more like a "major bug fix".)
