I'm afraid the only correct answer is rather labor intensive: you must trace all the contours of the image, and apply the appropriate fills and strokes to those contours. There are tools to automate this process, including Freehand's own Autotrace tool, but these invariably produce a lower quality vector image than would be had by manual tracing. Think about automated language translation services like Babelfish (http://babelfish.altavista.com/); the results are often passable, but rather untidy, and not how you would have done it. Autotracing is much the same. In most cases, you will be better off in the end having done it yourself, if you are able.

    Adobe Streamline http://www.adobe.com/products/streamline/main.html

But don't get your hopes up too much! It all depends on how
small/noisy/colourful/soft the jpeg is... it can't work miracles... don't
try turning a poorly scanned business card into an A4 logo!
The Autotrace tool in FH does a similar thing but results are rarely
acceptable - it does make 'arty' vector pics but not clean useable logos.

For simple logos it's usually better to start from scratch in FH drawing
    over the guide jpeg.

Autotrace works for me. It may need some touching up afterwards.

Depending on the subject, it works for me in some cases, too. There are a few quirks that crop up time and again, though, such as the tendancy to square off curves below a certain size, stairstep pixel egdes being traced, fine elements dropping out, or occasionally, for no apparent reason, a rounded bump or two will appear in the middle of a straight line, or a spike will appear in the middle of a smooth curve.

I realize that some of these things are dependent on the quality of the original to be traced and the chosen settings of the tracing tool, but it seems that some of these quirks make themselves felt even under the best conditions. Often I find that manually tracing an image (again, depending on the subject at hand) is faster and more efficient than spending the amount of time it would take to clean up the autotrace, if accuracy is of any importance.

Of course if accuracy isn't important, then auto trace is considerably faster than tracing it yourself.
