I still haven't understood what the problem actually is.
InDesign has two strategies to keep your file small. Don't tell me you do not like that.
Whichever strategy is chosen you get a correct status report. InDesign does not show you the resolution of the file on your harddisk but the information about the *placed* instance is correct.
What is it that you want or need?
Every image in 72ppi?
What on earth for (this is just curiosity)?
What is supposed to happen to these images that cannot be done with the current state of affairs?

You need an extra Jpeg charge john, the baindead would then fix the files knowing it will cost them extra.
$10 for every placed jpeg.

I have been thinking about suggesting this, but my company tends to accept just about anything without complaint on the basis of the competitiveness of the market and blah blah blah.
I need to do some more testing on this issue.
A lot of the problem I alluded to has to do with designers using older software, and maybe even opening digital camera shots in PS6 or earlier (which opens @72ppi) then saving out of PS still as Jpeg @72ppi and placing that.
And I have questions about exif size tags in the metadata of digital camera shots:
I presume older cameras did not do this, so that could be a factor if designers are being given pics from older cameras and are just placing them in ID.
Photoshop started reading the size tag in v7, correct?
ID started reading the tag in CS2?
Opening in PS and saving as a jpeg locks the resolution of the file, and if the rez is different than the rez in the metadata, Photoshop's rez will prevail.
A job I just worked on had a bunch of jpeg but most with user defined file names so I'm thinking that they were in the saved out of Photoshop variety in v6 or earlier. That based on the fact that they opened in PSCS2 @72ppi.
I really should ask what versions the customer used, and how the jpegs came into being.
