    zooped:

There is not a practical way to have layers span a frame boundary. You
*can* put your layers into each page that will load in the other frame, but
this enbers each of those pages with that layer code, and it creates many
other problem for you. Your best bets are -

    1. Dump the frames (this will save you more trouble in the long run than
    you can possibly imagine)
    2. Change the menu system (this will also save you lots of trouble)
    3. Redesign the frames so that you have room for the layers (ugh)
    4. Dump both the frames *and* the menu system (now you're talking)

To look for a replacement menu system, check these -
