    You are attempting to install the wrong version, you have qt-3.2.3-0.2
    installed install qt-devel-3.2.3-0.2.i386.rpm. Do;

    rpm -ivh
    ftp://download.fedora.redhat.com/pub/fedora/linux/core/development/i386/Fedora/RPMS/qt-devel-3.2.3-0.2.i386.rpm

    The above command is one line; rpm -ivh<space><the_rest_of_the_command>

    The kernel requires qt-devel?

    Depending on what you are trying to do, you either have the wrong version of
    qt-devel or qt. Notice that "qt=3.0.5-7.13" is needed, but you have
    "qt-3.2.3-0.2" installed. So either downgrade your installed qt to match
    your -devel package, or get the -devel package for the version you have
    installed.
