Not that I know of, though this is apparently a feature of 10.3 when it
    comes out.

That's advertised as a feature of the upcomong Panther. I like that feature
and look forward to its return.

I am sorry to say that my workaround is not exactly agile. I have copied a
bunch of custom folder icons and use them instead. I forgot where I got
them, but I presume a google of
    +"custom folder icons" +"OS X"
will get you a gaggle of resources.

(If I'm not clear on what I'm doing -- I get a custom folder icon and
substitute that for the standard folder icon.)

There's also Labels X, from Unsanity. Look for it on VersionTracker.

I, too, look forward to their return -- one big problem which I ran into
with OS <= 9 was the fact that lots of 3rd party software included files
which had been labelled by the manufacturer and I'm really hoping that
developers learn not to do this with OS X.3. It really defeated the
purpose of having *user* defined labels.

Unfortunately the implementation of 'labels' in Panther is currently
very ugly. Icons don't change colour but the label background does.
This looks bad enough on the desktop, to a veteran OpColourLight user
like me, but in list/column view it looks like kids' playtime as the
label colour extends across the full width of the column.
