Latency problem. Flash Media Server 3?

I am having one problem with my online FMS2 application (multi player card
game).
When I access it with one internet provider it works great, latency 20ms, but
with second internet provider (same speed) latency is up to 30seconds and more.
Is it possible that things will be different with Flash Media Server 3?

It sounds like a problem with the low-level networking, in which case there's
not much FMS can do about it. Which means FMS3 won't help much. You probably
need to talk to either your second provider, or whoever's hosting your FMS (use
ping to figure out which).

Thank you for your answer abarnert. But the problem is not with host provider
but with visitors providers, some visitors to application have excellent
latency and some have latency that is almost 1 minute, it only depends which
provider they use.
