Default Layers: Overlapping Layer with Flash over Flash, HELP!

I am having a bit of a problem trying to overlap flash over flash with layers in dreamweaver. With layers, I can easily overlap html and images with a transparent flash file however when i move the flash over another flash, the flash below seems to take the top level even if the layer is on top of it. I checked the z value and its set right, but I can not seem to make the flash on the top layer overlap the below flash content on a page successfully.

I tried everything I can think of and I am in great need of some advice.

I'd like to have a flash navigation and menu over any html site (including flash or not) and have it such that a transparent flash can be put on top of it and not be overlapped by the flash below it.

Anyone have any solutions or examples that would help?

    Thanks in advance!

You would be better off combining both flash files into one. Also, note that
flash transparency is only supported in IE. It will not work in any other
    browser so.....

Default Layers: Overlapping Layer with Flash over Flash, HELP!

I am Having this exact same problem but I do not have access to the other flash file. (The one i need to go underneath the first.) I have tried setting the window modes and played with the z index. Nothing seems to be working. I can get it so one flash player appears on top of the other but then any links where they overlap don't work. Any advice?
