I am designing a website for a client using dreamweaver and contribute.
Once the website is complete my client will use contribute to update the
website. However, doen the track there could be as many as 20 different people
who need to use contribute to edit the website. Does this mean I have to
purchase 20 copies or is there some way around this?

If all 20 editors use a different computer you need 20 licences. Contribute
requires a licence per computer not per user or website. That means you can buy
one licence and have 20 people use that computer for editing many different
websites.
