Don't really understand what steps you are taking. But correct steps are...
upload the .doc file ( or any external file type, .pdf, .doc, etc. ) to the
web server, know the URL of the file you just uploaded ( ie.
[url]http://www.mydomain.com/myfile.doc[/url] ) , in Publisher on your document page,
select the item to be linked and open the hyperlink dialog, enter the URL
for the hyperlink.
