Load Data Infile question - MySQL

I just tried to execuete a Load Data Infile command to import data from a .cvs file into a mysql table, but I get the following error. Any help at all is greatly appreciated. Thanks #1045 - Access denied for user 'number11''localhost' (using password: YES)...

    My guess would be that number11localhost doesn't have 'file' authorization for
    this database.

    Alternatively, it could be if you're using a recent version of MySQL which has
    local infile support disabled by default. To change this, you must use:

    mysql --local-infile

    And BTW - did you try a google search? One on

    "LOAD DATA INFILE" mysql 1045

    showed several possibilities.

    If I am using phpMyAdmin, how would I execute the command "mysql
    --local-infile" ?

    AFAIK, you don't. There may be a SET option, but I'm not sure what it is.

    You would have to start mySql with the --local-infile option. Since you're
    using phpMyAdmin, you may have to compile PHP against the current version of
    MySQL - but not knowing which version of either you're using, I have no idea.

    You may be able to get it to work with LOAD DATA LOCAL INFILE ... but I haven't
    tried it.
