Robert,
The simple rule to remember is that a layer called Background, is always locked. To unlock it you must change the name, and the easiest way to do that is to Alt-Double Click on the layer; it will automatically be renamed to Layer0 and will be unlocked.
When you create a New image (File|New), setting your background to Transparent results in an UNlocked "layer 1".
