I'm managing a site that uses CPS 1.1 and CT3. We are having some odd and
inconsistent behavior with draft notices in CT3. they server log shows that a
draft was sent, the drafts are on the server but they don't show up in the
recipient's draft console for review. Periodically they appear days later;
sometimes they never appear. Any ideas?
