Mac OS X: Is directory /usr/local/bin created by default during installation? - Mac Programming

Can one of you Mac folks tell me (who has no access to a Mac) whether the directory /usr/local/bin is created by default during OS X installation? I'm trying to work out a situation with installation of command-line software in that directory. Thanks for your help. Regards, Charles Sullivan...

    Default Mac OS X: Is directory /usr/local/bin created by default during installation?
