Default Making layers move within a template

I am creating a template which contains (from top to bottom) an uneditable
layer for the logo, an editable layer for the content, and an uneditable layer
for the footer. When I add content to the content layer, if there is a good
amount, it simply keep going down the layer and subsequently just writing over
the footer layer. Is there anyway to get the footer layer to move dynamically
with the expanding content layer? Thanks.

This is a VERY bad start. Using layers for your content violates rule

Why do I then read that you should be using CSS-P for layout instead of tables?
What's the use of layers, then? What should I be using? I want every page to
look consistent, so that's why I'm using templates. What should I be using
then for my content if I shouldn't be using layers?

You are reading stuff written by zealots instead of pragmatists. In fact,
you *should* be using CSS for your layouts, but understanding how to do that
isn't going to just jump into your brain. Keep using tables until you
really understand how to replace them with CSS.

I read the article by Stephanie Sullivan on tableless layouts and I completely
understand it...looked at her code examples and I understand how they are using
CSS instead of tables for layout. With that being said, when would someone use
absolute positioning? For images? Basically for anything that is NOT content?
Something that you will always know what the size will be? Thanks much.

Very, very rarely. I often see it used with carefully constructed multiple
    column layouts.....
