Making PDFs with fill-in forms?

Is there an easy way to make PDFs with fill-in forms?

If you have Acrobat 8, you can scan a paper form, have the form
auto-recogonized, and then touch-up the results. But to be honest, it
is not all that hard to create a form manually.
