You can't, because (1) JPEG compression almost always shifts colors
(except black and white), and (2) some browsers display the colors of
foreground and background images differently at less than 24 bits.
Instead, match the page background to the JPEG, by exporting another
JPEG of the background color at the same settings and using it as a
background image.
