Message on mouseover

Please link to the following for understand the question I have ---->

Please mouseover OEM or SMB or ESP etc and you will see an explanation message
popping up onmouseover.

How do you do that? What other options are available to do this in additiona
to using layers?

and you'll see that this is one of the 'pop-up' messages. It's just a
show/hide layer behavior on each of those links and the layer being shown
contains an image like this.

I don't really care for the way they have done this, but that's another
thread....
