Migrating Users from NT4 to Windows Server 2003 - Windows Server

I am in the process of migrating our system to Windows Server 2003 from NT4. I don't want to upgrade because the hardware cannot support the new installation. Is there any tool I can use to export the over 500 users I have on the NT PDC to AD in Win2K3? or do I have to create all users afresh after installing the Win2K3 server? Any help is appreciated. Thanks....

    I setup a new box running NT and made it the PDC, then did the upgrade
    there....
    (had the same hardware issue)
