Missing scrollbar - Macromedia Dreamweaver

Here is a simple one, I hope. I cannot get the bottom scroll bar to come up. When a page comes up that is bigger than the screen, it is very difficult to scroll over when there is not a scroll bar at the bottom. I have looked everywhere for it and I am tired of looking....

    there should NEVER be a horizontal scroll in your page unless the browser is
    under 800x600, at which point the scroll bar ought automatically to show up.
    Are you using frames or something?

    I don't know about the horizontal scroll, but for a starter you need to:
    1) Do Commands -> Clean up html (check "empty tags" and "redundant
    nested tags"). It'll remove 60-70 erroneous tags.
    2) Remove all height attributes. Tables/cells will/need expand as
    content requires.
    3) Remove almost all width attributes. Reason as above.
    4) Give the parent table a width in pixels or percentages.
    5) Put a doctype definition at the very top, probably html 4.0.1 lose:

    Sure, I'll help you when you're too lazy <g>. But I hope he didn't take
    that as bashing? As a matter of fact, I think he's done one of the best
    "bad" pages I've seen in a long time.
