Missing space on newly installed FedoraCore.1 - Linux Setup, Configuration & Administration

I did a fresh install of FedoraCore.1 on my 40 GB hardisk. I created two partitions /dmp and /window of size 17GB and 3.9GB respectively. As of know, they are empty, but df shows alot of free space missing. Infact we can see below that capacity != free space + used space. Where is the missing space going. Hello

    First of all, it depends on the way the space is counted. Hard disk
    manufacuters calculate that 1000 MB = 1 GB, but according to most
    programs, 1024 MB are one GB. Next, it depends on the file system. Some
    file systems (like ext2) use some space (I think 10 % by default) that
    is reserved for root. You can change this setting for ext2 this by
    using tune2fs.
