MLTE TXNScroll pre MacOS X.2 - Mac Programming

I want to be able to scroll the text in my MLTE text object. The only API which seems to suit my needs is TXNScroll. However, it's only available under MacOS X.2. I thought changing the destination rectangle would scroll the text. But it doesn't work the way I wanted. However, the top of the destination rectangle always returns the same top as the view rectangle. I would have assumed that it would be the top of the text. So is it possible to programatically scroll the text in a MLTE object prior to MacOS X.2? -- com http://www3.mb.sympatico.ca/~gbeggs1/...

There is TXNShowSelection, so you could scroll to make a given
    character position visible.

Well, what I'm trying to do is add support for the mouse scroll wheel.
There doesn't seem to be buit-in support for the scroll wheel for MLTE
    text objects.
