modem does not seem to disconnect from internet to allow external fax to receive

If you attach a handset instead of the fax, and pick up
the phone on this line after you attempt to disconnect
from the Internet, what do you hear? Do you hear a dial-
tone, or the modem?

How are you disconnecting from the Internet when you do
so?

I would guess the modem is disconnecting okay but the fax machine
listening to all that Internet traffic might be getting confused.

Get a telephone privacy adaptor. They're not expensive.
