    Choosing Modify > Canvas > Images Size alters the size of the image and the
    canvas, I'm sure previous versions never did that!

    Probably not a bug. I would imagine when a lot people resize an image,
    they follow it up with resizing the canvas (either trim or fit). The new
    way takes care of two steps with only one.

    MX alters the image and the canvas both. I don't use 2004, but it sounds
    like it does the same. Use transform on just the image to leave the canvas
    alone, like you mentioned. Notice you are choosing a Modify > Canvas
    command, so it is implied that it will modify the canvas. I wasn't thinking
    about it when I posted before.
