Choosing Modify > Canvas > Images Size alters the size of the image and the
canvas, I'm sure previous versions never did that!

MX alters the image and the canvas both. I don't use 2004, but it sounds
like it does the same. Use transform on just the image to leave the canvas
alone, like you mentioned. Notice you are choosing a Modify > Canvas
command, so it is implied that it will modify the canvas. I wasn't thinking
about it when I posted before.
