Save the Publisher file to a web site. In FrontPage go to File, Import, and import the publisher web site.

But you might as well figure on spending the same amount of time as doing it
over from scratch in Front Page. Front Page does not deal with Publisher
websites very well. This issue, and several others are the subject of a
soon-to-be-filed class action suit. Let us know how you come out on the
    transition.

You do not need FPSE on the server to use FrontPage. Nor do you need to use
FP if you have FPSE on the server. So maybe you need to explain exactly what
it is you are wanting to do.
