moving menu panel in Gnome 2.2 (on woody) - Debian

In Gnome 2.2 (the woody backport), can the menu panel be placed other than at the top of the screen? If not, why not?     Default moving menu panel in Gnome 2.2 (on woody)

    In Gnome 2.2 (the woody backport), can the menu panel be placed other
    than at the top of the screen? If not, why not?

    click with middle mouse-button (cursor changes to a cross) and drag. But
    only top or bottom are possible or make sense. You can add the foot menu
    to very panel though
