Carl,
take a look at the Flyout of the Appearance palette. There you can apply new strokes to an existing stroke. You can modify them independant from each other.

in the appearance palette (Shift-F6), click on the flyout arrow and select the "add new stroke" option, or simply drag an existing stroke onto the "new" icon at the bottom. Then, by clicking on the stroke in the palette rows, while the object is selected, you can manipulate just that stroke.
