Multiple users sharing a file--need to lock out 2nd user - Mac Applications & Software

I have a lot of experience with Filemaker, which can be set so that the first user who opens a file from a server has access, but the second user who tries to open it is locked out... thereby preventing users from overwriting each other. I (incorrectly) assumed the mac OS server would do this same thing... lock out the second user who tries to modify a file. Any ideas for preventing users from modifying the same file at the same time? (And yes, I'm aware of bersome CVS solutions) Thanks!...

second user who tries to open it is locked out... thereby preventing
    users from overwriting each other.

Any ideas for preventing users from modifying the same file at the
same time? (And yes, I'm aware of bersome CVS solutions)

This functionality has to be built into the application, it's
not part of the operating system. Most applications don't keep
the doent open while you're working on it: they read it in
when you open it and write it out when you save it.

FileMaker, under OS X, does what you want. Some other programs
    do too.
