Which should I use? And is MySQL free? Does it need special software to run?

On a subnote, a lot of the posts from there say that access is fine for
small sites and stuff. Does anyone know the limitations, how many
connections, size, and stuff?

There is a lot of debate on this. Urban lengend is that officially it is
supposed to support up to 256 simulateous connections, but there have been
reports of it starting to have problems as low as 10 simulateous
connections.
