I haven't yet got my 2003 material ready but the 2003 nav bars are similar
to 2002 so refer to [url]http://www.davidbartosik.com/pub2002/pub2002_14.htm[/url]
which covers managing nav bars.
If you just want to add a new one to a blank page you'll find them under the
design gallery under the Insert menu.

I don't understand the question in the 2nd sentence.
As for color styles on links that is under format, background, custom.

To clarify part of my original question: I do not have access to the Navigation Bar Properties that is supposed to be located under the Format pulldown. The button is not there. Furthermore, I cannot add it to the pulldown by going to Tools, Customize, Commands,Format.(to customize toolbars).
