Initially the NET capabilities are orientated strictly towards internal
networkins purposes. However some companies have discovered how to exploit
it and send it to IP addresses.

However, I'll provide a quick command, open up console and type:

NET SEND * HI

That should make you happy, to toy around with it, more, run:

NET HELP

and toy around with every option, read some articles about proper
utilization of this service.
It is not intended to be a system such as AIM.
