Thanks for the input everyone, but I found what I needed. If you want your Banner image to fit across the Banner frame the easiest, and nicest looking way to do it is:

1. Go to page properties.

2. Make all the margins 0.

TaDaa! and the image can be put across the entire frame!

I that my webpage designing is far be it from professional. I am just making web pages with Dreamweaver "idiot proof" software. I need simple webpages for very simple, private reasons. I in no way would tell someone to use any of my methods for business practices. Ask the proffessionals for help if you are creating a web page for work, or for a client.
