Need "tool tip" type popup extension

I'm trying to set pop-ups as labels. These will be linked to hotspots/image
maps created on an image. Because the labels will be changed frequently, I
don't want to have to create a new image or html page for each label. I want to
be able to just make a hotspot and enter the label text and some simple
parameters, including position on my page, font, border width, background
color, and like that.

Because this is an artist's page, I want the labels to look nice, not
"computerish." I've used Kaos Expert Popups, but they require you to create an
image, plus they have a Window with http info for a border. I want just a plain
border - or none at all!

This doesn't sound all that complicated, but I can't figure out how to do it
in DW. Is there an extension that will do this? Or, better yet, can I do it in
DW? I don't have much coding ability.
