You might want to run the page through a validator

Mozilla (same thing in Opera 7.11) is a nice design and a lot of hard work
messed up by an IE bug. You had every reason to believe that you were
building a standards-compliant page, but for some reason the xml
declaration kicks IE into quirks. As a result you built your page around
IE's quirks mode, which as I am sure you know can be pretty IE specific and
eccentric. If it's any comfort to you (and I doubt that it is at this
point) you can delete the xml declaration (<?xml version="1.0"
encoding="iso-8859-1"?>) and all three browsers will then render in
standards. Of course, then IE will look just like Netscapse, Mozilla, and
Opera.
Still, I think this is the way to go. Get all three browsers into
standards mode and then you can fix the problems once and for all. Here is
a link that will document this for you:

Good luck with it. It's a very nice concept.
