I ran into Flash printing a thumbnail size of my page. I opened the .fla and saw items on the canvas but not on the active area that I had set. It seems Flash was sizing against the active area and the canvas. Once I took items off the canvas and only had items on the active area, printing printed at the normal size. I had to look through many layers to see if I had library items that also were set with items that would be on the canvas and not on the active area.

I have this printing problem with two movies in my main movie, one of them was fixed by the above but the other was did not have items on the canvas. If you find any other reasons why printing is reduced to a thumnail size, please let me know what you have found. Seem Macromedia Flash has several printing issues.
