netstat doesn't show any listening ports on windows 2000 advanced server - Windows Server

I have a windows 2000 advanced server that is part of an active/active sql cluster. When I type netstat -a on this node, no listening ports show up. The other node is shows the listening ports when typing netstat -a . The second node is running two named instances of SQL server. We have other active/active clusters setup the same way and I get a listing of ports when typing netstat -a. This is what shows up. I've checked running services, DNS entries, network settings.     for those who wondering, no replies but this ended up being a problem the
    server got the ms04-11 patch, and was never rebooted. we rebooted the
    server and all things were solved. Originally thought the server had been
    rebooted but some further research it wasn't
