What exactly is meant by "reasonably new" Dell?
Did the system come with XP Professional pre-installed?
If so, have you contacted Dell?
Or was this an upgrade to XP Professional from a previous Windows OS?
If so, did you prep the system for the upgrade according to Dell's
recommendations?
Is there any program such as a third-party firewall running?

I know they are not the same scenario as yours but you might want to give it
a try and see if it fixes your problem.
