New Kernel under 10.3? - Mac Programming

Hi I've been trying to build a modded kernel under 10.3 and am having a few problems. I need to up the bpf count in the kernel to accommodate an app and have done the following: Installed the development system under 10.2.x and upgraded along with the rest of the Panther upgrade.     ../xnu-517/bsd/conf/MASTER to up the bpf count

    invoked ./xnu-517/SETUP/setup.csh

    ran make exporthdrs and make, which died with the following:

    Questions:

    Am I modding the proper config file to achieve the desired change?

    Where can I find an appropriate binary for /usr/local/bin/kextsymboltool?

    I'm uncertain, but would an Apple supplied file live in /usr/local?


    I can spoof the build into completing by touching /usr/local/bin/kextsymboltool,
    but I doubt if the resulting kernel is functioning properly. It will boot,
    and provides the desired bpfs but kern.maxproc is wedged at 52, rather than the
    532 in the standard Panther kernel. I run out of resources at a rapid rate with
    the homemade kernel and am unable to adjust the process limit via sysctl.

    I _was_ able to successfully build kernels under 10.2, but I'm thinking that
    there is something I still need to install in my system. I tried to build the
    kext_tools package from http://www.opensource.apple.com/darwinsource/10.3/
    to acquire /usr/local/bin/kextsymboltool but no-go.
    I tried to load the project into XCode, but it wouldn't build properly.
    This is probably due to my complete cluelessness as to the functioning
    of XCode...

    Any pointers to solutions for my woes will be greatly appreciated.
