The question would be why? It there some upsizing of the PDFs?

Also, upsizing the images to 1600 after they are already saved as 300 will not increase the quality one iota.

So how can i do this?

THere is no benefit to doing this. 1600 ppi for raster images is extremely high. Besides, you won't be making your images looks any better.

But if you want to waste your time and disk space, by making your images more than 600% larger, that's not my problem.

resample the images in Photoshop via Image > Image Size and re-link in Illustrator. If the images are embedded in Illustrator, go to Object > Rasterize and choose resolution there. Aslo set the effect resolutio to 1600 ppi via Effects > Raster Effects Settigns.

If you client is referring to vector artwork already in Illustrator, then tell them that the artwork's resolution is already infinitely high, and limiting to 1600 ppi will make stupidly large files and make the file look, if anything, worse.

Your client is almost certainly ignorant and has been given the output resolution of an imageseter. Not knowing anything about halftones or vector art, they are just forwarding that information to you and assuming that everything needs to have that resolution. If that's the case, they are very wrong.

Then never mind. The resolution is infinite and you need to do nothing.
