Don't know what version of Photoshop or what operating system you are
using but on PS 7.0 Windows XP Pro, the prefs are at:
C:\Documents and Settings\<username>\Application
Data\Adobe\Photoshop\7.0\Adobe Photoshop 7.0 Settings\ folder.
