I don't have access to the installation disk anymore, having borrowed it
from someone. Is there a special application or utility for each
preference in the System Preference? What would the Internet Preferences one
    be called?
Is there an alternative method? What file would the permissions be adjusted
    on and how? With chmod?

In the Internet preference panel you don't have.

I suggest a re-install. If that's missing, who knows what other files
aren't where they're supposed to be?

Thanks for the suggestion but of course something has to be set in order to
make these posts, surf the web, etc. which I can obviously do.
