Notifying Others of Site Updates

I am working on a site for a multi location business that wants to be able to
track inventories at each location through the web site.

Is there an easy way to set up notification within C3 to all users when one
location updates their inventory.
I know drafts can be sent but in this case they want to be able to notify the
others when the page is actually published.
