Only Display property is Themes-no Settings, etc - Windows XP/2000/ME

When right clicking the Destop and selecting Properties from the dropdown menu, the ONLY property that is shown and can be changed is the Themes choices. What happened to Screen Saver, Settings, etc? (neebe to XP)...

    Default Only Display property is Themes-no Settings, etc

    Look at the tabs. The first tab is Themes followed by
    Desktop, Screensaver, Appearance and settings.

    That is exactly the problem. There are no tabs!
