Default "Open in New Window" isn't appearing as an option

I built a page with each link represent by a graphic. When i did this
with Frontpage Express, I could right click and "Open in New Window"
or I could shift-click to get the same effect.

With a new page built with Publisher 2003, the "Open in New Window"
command doesn't appear in the right-click pop-up menu, nor does
    shift-click open a new window.

I suspect I missed a setting somewhere but for the life of me I cannot
    find it.

    Sounds like you're missing FrontPage.
    Publisher doesn't support that functionality.
