Thanks Mark for the useful advice. From the points you raised, I don't have to be concerned about download speed as it is an intranet site on a T1, but I do have to consider accessibility. I can address this issue (and let me know if there is anything else) by creating hypertext links as you suggested, and alternative text.
I do have to acknowledge the usefulness of the TechNotes. Throughout my web site creation, I read every TechNote related to pop-up menus and they were a big help. Some of them I did have to read several times before it clicked but I got it eventually. Besides getting help from other internal people, I was able to work through most of my FW issues by reading the TechNotes. Most of the problems I encountered related to not creating button instances properly and creating the pop-up menu in several files and exporting to one DW document instead of creating in one file.
Thanks again for taking the time to explain the pop-up menu issues. I don't think I'll change anything about the pop-up menus I've created - it's working so far, so why mess with it.

why not create browser targeted menus in Fireworks then? If the user selects a browser the exported javascript document can be adjusted to the chosen browser, avoiding clumsy .js files and saving bandwidth.

Surely that would be defeating the much-vaunted Web-Designer's goal of cross-browser compatibility? I suppose for an intranet site, there would be an advantage, yeah. So, maybe having a "specific browser" export option as an additional choice in the export dialogue would be a good idea! heh! Notice how I talked myself out of my own argument, there? Definite case of putting mouth in gear before engaging brain!

Mark seems to be absent John. I'm going to post a feature request about
this to macromedia as soon as I have worked that pile of work that's
been killing me lately.
Your site is absolutely FAB (as they say in Brittain) by the way John!!!
It is THE most crammed site I have seen to date. Unbelievable how much
content you have.
I'm working on a site myself, and much of my time has gone into that too
lately.
